To resolve that the minutes from the Planning Committee meeting on the 22nd December 2021 as set out on pages 167-172 of the minute book are a true record of the meeting and authorise the Chairman to sign them (previously circulated to Members):

Proposal: Removal of existing conservatory and replacement with single storey rear extension

Councillor Hughes reported that this application had support from the neighbours, was not controversial, and had support from an archaeological point of view.

Proposal: Proposed canopy and alterations to doors / windows

Councillor Hendrie reported that this was an architecturally undistinguished building, and that the alterations would likely improve the building’s appearance.

Proposal: Single storey extension and replace two existing front hall windows with one larger window. (As updated with amended plans received 21 December 2021)

Councillor Whelan noted that a planning notice had been placed at the property since the previous meeting and an archaeological caveat implemented. Councillor Newcombe raised concerns over a window that may alter the character of the building. It was established that it was not on the street scene, however the Conservation Officer should be made aware of this particular proposed alteration.

It was proposed by Councillor Whelan, seconded by Councillor Newcombe and RESOLVED THAT this Committee recommends to support this application with comments of concern surrounding the window on the amended plans for the elevation.

Proposal: Proposed new two storey side extension, to the full depth, plus a new rear extension and new porch/front extension at ground floor level

Councillor Kidley reported that he had visited the neighbours who had no objections.

Proposal: The proposed works include a rear extension to the existing detached property and a canopy extension to the front of the existing property

Councillor Lester reported to Members that she had visited the neighbours at number 129 Wantage Road and there were no objections; the applicants have in fact agreed to a particular type of glazing in the higher-up windows.

Type: Full (Minor)

Proposal: The addition of four external light fittings to illuminate the carpark after dark. The light fittings will be fixed to the fence posts of the boundary fence that runs along St George’s Road. The lights will be set on a timer to come on at 6:55am when the carpark opens and to turn off at 7:10pm when the carpark closes. The fittings will also have a daylight sensor to automatically turn the lights off when daylight levels are               sufficient

Members discussed concerns around using floodlights and were of the opinion that this development is in breach of Policy HD5 of the Neighbourhood Plan.

It was proposed by Councillor Newcombe, seconded by Councillor Hendrie and RESOLVED THAT this Committee recommends to object to this application as it stands due to the direct breach of Policy HD5: Avoidance of Light Pollution
