83/22              MEETING PROTOCOL

The Chairman advised attendees of the protocol for the meeting.

84/22              ELECTION OF CHAIRMAN AND VICE-CHAIRMAN FOR 2022-23

It was proposed by Councillor Whelan, and seconded by Councillor Kidley, and RESOLVED that Councillor Hughes be elected Chairman for the 2022-23 Municipal Year.

It was proposed by Councillor Keats-Rohan, and seconded by Councillor Whelan, and RESOLVED that Councillor Hendrie be elected Vice-Chairman for the 2022-23 Municipal Year.

Apologies were received from Councillors Lester and Newcombe, and the Town Clerk/Responsible Finance Officer (RFO)

The District Councillors did not attend.

87/22              MINUTES

The Committee considered the minutes of their last meeting.

It was proposed by Councillor Kidley, and seconded by Councillor Whelan, and RESOLVED that the minutes of the meeting of the Planning Committee held on 25 May 2022 are a true record, and the Chairman is authorised to sign them.

88/22              ACTIONS FROM PREVIOUS MEETING

The Committee reviewed progress on the actions agreed at the last meeting.  All had been completed.

89/22              PUBLIC PARTICIPATION

10 members of the public were present

Three members of the public spoke about two planning matters, P22/S1625/DIS (Site E development) and P22/S1415/FUL (Winterbrook Nursing Home).  Other members of the public made supplementary contributions.  A representative of Beechcroft Homes also spoke about   P22/S1415/FUL.

Comments and concerns relating to P22/1625/DIS were about safety and security, liability and wildlife.  Some of the comments related to stylistic issues.

Concern relating to P22/S1415/FUL was a claim that human ashes were buried at the site.  The representative of Beechcroft Homes said he was unaware of the issue and undertook to report back to his colleagues and investigate.

In view of the comments about P22/1625/DIS the Chairman decided to bring the discussion of Discharges of Conditions forward.

90/22              DISCHARGES OF CONDITIONS

The Committee reviewed recent discharges of condition by the South Oxfordshire District Council (SODC).

It was proposed by Councillor Whelan, and seconded by Councillor Keats- Rohan, and RESOLVED that the concerns of residents about safety and liability regarding P22/1625/DIS be supported and forwarded promptly to SODC and that a meeting be facilitated between Berkeley Homes and the concerned residents.

The Committee NOTED the other discharges that had been made.
