657/21.PUBLIC PARTICIPATION (NOTIFIED)

From Wallingford Town Council’s Standing Orders:

E) Members of the public may make representations, answer questions and give evidence at a meeting which they are entitled to attend in respect of the business on the agenda.

F) The period of time designated for public participation at a meeting in accordance     with standing order 3(E) above shall not exceed 15 minutes unless directed by the chairman of the meeting.

G) Subject to standing order 3(F) above, a member of the public shall not speak for more than10 minutes.

Three members from Brightwell-cum-Sotwell Parish Council addressed the floor. First to speak, Sue Robertson (Chair) raised concerned over the response they received from SODC with regards to Community Governance Review undertaken by Wallingford Town Council to adopt the land (Site A) adjacent to Brightwell-cum-Sotwell. Second to speak, Helen Baines (Vice Chair) expressed their lack of understanding as to why Wallingford Town Council didn’t converse with Brightwell-cum-Sotwell prior to putting this recommendation forward and it being resolved at Full Council. It was felt as a neighbouring village, Wallingford Town Council should have had at least a conversation explaining why the remainder of Site A should be moved into the Wallingford boundary prior to the request being put forward to SODC. Last to speak, Jason Debney (Councillor) – who sent a letter directly to Miss Taylor-Town Clerk/RFO Wallingford Town Council, of which a copy was circulated prior to the meeting to all members of the Planning Committee, outlining the criteria set out in the application. It was felt Wallingford Town Council’s application didn’t follow or meet the criteria or take into account the associations the land has with Brightwell-cum-Sotwell and not Wallingford, and the implications on the land (site A) in the future in respect to possible development if it was to be adopted by the Town Council. Brightwell-cum-Sotwell asked Wallingford Town Council to reconsider and to object to their own proposal to SODC to ensure this adoption didn’t go ahead

658/21. PRESENTATION BY BERKLEY HOMES – SITE E

Representatives from Berkeley Homes presented the Play Strategy at Winterbrook Meadows (Site E) to members of the Planning Committee outlining the Play design Strategies, Landscape Strategies and nature trials as set out in their handout publication document.

It was announced there would be three phases of the development all of which would intertwine, ensuring full community engagement.
