I HEREBY GIVE NOTICE that the ANNUAL MEETING of the WALLINGFORD TOWN COUNCIL will be held In the Town Hall, Wallingford on Monday 9th May 2022 at 7.30pm.
All Members of the Town Council are hereby summoned to attend for the transaction of business as set out on the Agenda below.

1. ELECTION OF THE MAYOR
(a) Motion to be Proposed by Councillor Cattermole, Seconded by Councillor Kidley THAT Councillor Harris be and is hereby elected Mayor of Wallingford for the ensuing Municipal Year.
b) The Council will vote on the Motion – RESOLUTION REQUIRED
(c) MAKE AND SUBSCRIBE A DECLARATION OF ACCEPTANCE OF OFFICE.
2. APOLOGIES
Apologies for absence will be received.
3. ADMISSION OF THE PUBLIC
To consider whether members of the public should be excluded from the meeting.

5. PUBLIC PARTICIPATION
From Wallingford Town Council’s Standing Orders:
E) Members of the public may make representations, answer questions and give evidence at a meeting which they are entitled to attend in respect of the business on the agenda.
F) The period of time designated for public participation at a meeting in accordance with standing order 3(E) above shall not exceed 15 minutes unless directed by the chairman of the meeting.
G) Subject to standing order 3(F) above, a member of the public shall not speak for more than 10 minutes.

Updated Standing Orders, Financial Regulations and Terms of Reference are attached. Councillors to confirm and adopt.

In accordance with the Audit Requirements Councillors to adopt the attached Property and General Asset Register.

9. TOWN COUNCIL’S INSURANCE
In accordance with the Audit Requirements Councillors to formally note that the Town Council’s Insurance has been reviewed and renewed for the 2022/2023 financial year.

10. VOTE OF THANKS TO THE RETIRING CHAIRMAN
Councillor Lester proposed a vote of thanks to Councillor Harris for undertaking the position of Mayor during the 2021/2022 Municipal year. It had been a difficult time with staff changes and the continuing concerns caused by Coronavirus. Councillor Lester proposed that an engrossment with the Town’s Seal is presented to Councillor Harris at a later date. A seconder to this motion will be called for and Council will vote on the motion.
THAT this Council do place on record its sincere thanks to Councillor Marcus Harris for services rendered as Mayor of the Town during the past year and do assure him that his attention to the many duties of office and his constant concern for the welfare of its inhabitants both young and old during a further pandemic year have earned the high esteem and appreciation of his fellow Members of Council and the inhabitants of the town.
RESOLUTION REQUIRED REGARDING USING THE TOWN SEAL ON AN ENGROSSMENT
11. THE MAYOR TO RESPOND ON HIS RETIRING YEAR
Councillor Marcus Harris, Mayor of Wallingford.
12. THE MAYOR’S CONSORT.
The Mayor’s Consort will receive her Badge of Office from the Mayor.
13. APPOINTMENT OF DEPUTY MAYOR.
The Mayor to propose his Deputy for the ensuing Municipal Year, Councillor Keats-Rohan to second the Proposal.
Councillors to vote on the motion.

The Deputy Mayor will be presented with his/her Badge of Office.
14. APPOINTMENT OF MAYOR’S CHAPLAIN.
The Mayor will thank the retiring Chaplain for his support to the Council and the residents of Wallingford during his term of Office during the past year.
The Mayor will announce the appointment of his Chaplain for the ensuing year.
The Mayor’s Chaplain will be presented with his/her Badge of Office.
15. APPOINTMENT OF THE MAYOR’S CADET
The Mayor will thank his 2021/2022 cadet and announce the appointment of his Cadet for the ensuing year. The Town Clerk will escort the Mayor’s Cadet to the front of the Chamber to receive his/her badge of office.
16. APPOINTMENT OF BRIDGE CHAMBERLAIN
It is proposed by Councillor Hendrie and seconded by Councillor Holford that the Mayor, Councillor Harris be Bridge Chamberlain for the ensuing Municipal Year.
The Council will vote on the Motion.

17. APPOINTMENT OF BRIDGEMEN.
To appoint two Bridgemen for the ensuing Municipal year. The retiring Bridgemen are Councillors Hughes and Kidley.
The following motion will be proposed by Councillor Holder and seconded by Councillor Whelan THAT Councillors Hughes and Kidley be appointed Bridgemen for the ensuing Municipal Year.
The Council will vote on the Motion.
