3. DECLARATION OF INTERESTS
A Councillor with voting rights who has a disclosable pecuniary interest or another interest as set out in our Council’s Standing Orders code of Conduct (Item 13) in a matter being considered at a meeting is subject to statutory limitations or restrictions under code of conduct and his right to participate and vote on the matter (guidelines are available and all Councillors have received a copy prior to the meeting)

6. PUBLIC PARTICIPATION – NOTIFIED
From Wallingford Town Council’s Standing Orders:
E) Members of the public may make representations, answer questions and give evidence at a meeting which they are entitled to attend in respect of the business on the agenda.
F) The period of time designated for public participation at a meeting in accordance with standing order 3(E) above shall not exceed 15 minutes unless directed by the chairman of the meeting.
G) Subject to standing order 3(F) above, a member of the public shall not speak for more than10 minutes.

8. COMMUNITY GOVERNANCE REVIEW
Following the recommendation from Planning Committee on the 22nd December 2021, minuted at 451/21 on pages 164-165 AND resolution from Full Council on the 10th January 2022, minuted at 462/21 on page 170:-
In accordance with number 7 and 9 of Wallingford Town Council Standing orders and Financial Regulations this item be re-examined following a special motion sent to the Proper Officer by Councillor Whelan, Councillor Hendrie, Councillor Keats-Rohan and Cllr Kidley to review the boundary change request at Site A.

16. REQUEST OF USE-WALLINGFORD TOWN COUNCIL COAT OF ARMS
Members to discuss the request from the Army to use the Coat of Arms on the Mayoral Cadet’s badge and certificate
17. NOMINATIVE TRUSTEE FOR WALLINGFORD MUNICIPAL CHARITIES
To resolve that Mr. B. Tyrell continue his role as the Nominative Trustee for the Wallingford Municipal Charities
18. FLYING THE UKRAINE AND YEMAN FLAG/UKRAINIAN REFUGEES SCHEME
(i) Members to discuss the continuation of flying the Ukraine flag from the Town Hall
(ii) Members to discuss flying the Yemen flag to raise awareness of the Humanitarian crisis in Yemen-Cllr Beatty to lead
(iii) Members to discuss actions being taken for the Ukrainian Refugees Scheme-Cllr Beatty to lead
19. CLIMATE EMERGENCY UPDATE

20. WALLINGFORD YOUTUBE CHANNEL
Members to discuss use of YouTube channel for future Comms with a clear policy on process-Cllr Beatty and Holder to update
21. EXCLUSION OF PRESS AND PUBLIC
Members to resolve that due to the confidential nature of the items about to be transacted that members of the press and public are asked to leave the meeting
22. RECOMMENDATIONS FROM COMMITTEES
Members to resolve the following recommendations from the Council’s Committees:
Personnel committee meeting held on the Monday 21st February 2022-
Confidential Minute: (601/21/iii) Members to discuss the appointment of Parks/Estates Foreman plus an Apprentice
It was proposed by Councillor Lester, seconded by Councillor Keats-Rohan and RECOMMENDED THAT a Temporary Parks/Estates Foreman be appointed for a period of six months whilst the Full Time Parks/Estates Foreman recruitment process is carried out, and an Apprenticeship role be outlined for approval by Full Council
23. COACH AND HORSES SITTING OUT AGREEMENT RENEWAL/WAYLEAVES
Members to discuss renewal or extension of prior agreement PLUS Wayleaves
24. AGATHA CHRISTIE STATUE UPDATE/PROPOSAL
